2. Excessive strength sewage surcharges for compatible pollutants shall be calculated using the following formula:
PS = (PAVG – PSL) x Q x 8.345 x TCP
Where PS = Excessive strength surcharge of the given compatible pollutant
PAVG = Average concentration of the compatible pollutant as determined by taking the mathematical average of the parameter for the samples being analyzed per month
PSL = Surcharge level concentration of the compatible pollutant as indicated in District’s Main Ordinance in effect at the time the surcharge is calculated
Q = Industrial User wastewater flow in millions of gallons (MG)
8.345 = conversion factor which converts from concentration (mg/L) into pounds of compatible pollutants
TCP = Treatment cost per charge per pound of compatible pollutant, such charge being stipulated by the District’s Ordinance in effect at the time the surcharge is calculated
Example:
Bi-monthly Discharge Flow = 30,000 Gallons (or 0.03 MG) Average sample
BOD5 = 800 mg/L
Average sample TSS = 500 mg/L
Calculations:
Surcharge for BOD5 = (800-200) x 0.03 x 8.345 x $0.78 = $117.17
Surcharge for TSS = (500-200) x 0.03 x 8.345 x $0.52 = $39.03
